Does replacing the vent hose behind the dryer actually fix anything?

Sometimes. The hose is only the transition duct. It is the flexible piece from the dryer collar to the wall boot. Everything past that wall is rigid duct. If your real restriction is sagging flex in the attic, or a roof jack packed with blown dust and sparrow nest, a new hose changes nothing. We check static pressure and airflow at the outlet first, then decide.

When the hose is the problem, it is usually obvious. Scottsdale laundry closets are shallow. The dryer gets pushed back and the foil crushes flat. The duct kinks into an S.
